The Preemptive and Preventive Use of Force in Response to WMD Proliferation

The Institute for Law, Science, and Global Security's co-sponsored program on Nonproliferation Policy and Law assisted the International Society for Military Law and the Law of War in hosting a conference on the use of preemptive and preventive force to combat WMD proliferation.  The conference was held on October 27, 2009, in Brussels, Belgium, in cooperation with NATO and other international organizations.  The conference's objective was to analyze the rights of states under customary international law and the UN Charter to use force to counter the proliferation of WMD.  For more information about the conference, please see:

Panelists from the Institute's January 2009 event about the right to use preventive force under international law, including Mr. Guy Roberts, were also speakers at the Brussels panel. The Institute and the Project on Nonproliferation Policy and Law continue to analyze evolving state practice and international opinion concerning the use of preventive force.
