On April 10, 2012 Georgetown University’s Institute for Law, Science, and Global Security held its second annual conference on international engagement in cyberspace. This gathering promoted dialogue among policymakers, academics and key industry stakeholders from across the globe, and explores the world-wide community’s increasing interconnectivity in this domain.

In recent years, efforts to combat threats posed in cyberspace have been made globally. Yet, states are irrefutably developing instruments of cyber warfare for military, intelligence, and political purposes. Corporations are finding themselves responsible for their own protection, as well as frequently responsible for incident response efforts that often include international action. While much of the debate thus far has centered on technological challenges to securing cyberspace, new thinking is needed on how to address issues such as the protection of private information, the establishment of common understandings regarding acceptable state behavior, the role of non-state actors and the interdependency of economics, and security in this domain.

Drawing on the experience of government practitioners, industry representatives and academic scholars, this event brought a multidisciplinary and international approach to the challenges of cyberspace from technical, corporate, legal, and policy fields both in the United States and abroad.

The Honorable John (Mike) McConnell, Vice Chairman of Booz Allen Hamilton gave the keynote address at the pre-conference dinner, which was followed by a moderated discussion amongst attendees.

The keynote address at the conference was given by the Honorable William J. Lynn III, former Deputy Secretary of the Department of Defense and the Honorable Jane Holl Lute, Deputy Secretary of the U.S. Department of Homeland Security.
